Frontier Technology and Industrial Innovation in the Age of Artificial Intelligence
As a supporting journal of the First Forum on Frontier Technology and Industrial Innovation Development, Risk Sciences cordially invites submissions from scholars and practitioners. This call for papers focuses on frontier technologies and industrial innovation in the era of artificial intelligence, aiming to foster the exchange of cutting-edge academic ideas and research findings, and to promote deeper dialogue between theory and practice. The special issue encourages interdisciplinary communication and collaborative research between experts in frontier technologies and management scholars, exploring governance mechanisms and development pathways in the process of technological innovation. Ultimately, it seeks to provide theoretical support and policy recommendations for the sustainable development of frontier technologies and industrial innovation in China.

Dr. LIANG Zheng now serves as the Professor of the School of Public Policy and Management, Tsinghua University, as well as the research fellow and vice president of Institute for AI International Governance, Tsinghua University (I-AIIG), the director of the Research Center on AI governance at Tsinghua, the research fellow and deputy director of China Institute for Science &Technology Policy at Tsinghua University (CISTP).
Dr. Liang got his doctor’s degree of economics at Nankai University (2003) and accomplished the senior executive training program on leadership at Kennedy School of Government, Harvard University (2010). He had visited at MIT Industrial Performance Center (MIT IPC) as the Fulbright Visiting Research Scholar for one year (2012).
The main areas of his research now focus on Science, Technology and Innovation Policy, Globalization of R&D, IPRs and Standardization, Emerging Technology and Innovation Governance etc. Besides academic publishing on peer review journals such as National Science Review, Regional Studies, Journal of Informetrics, Industrial and Corporate Change, World Economy etc. Dr. Liang also participated in some important research projects such as the Strategic Research for National Medium and Long Term Science and Technology Development Program (MLP) of China. He used to be the member of National Innovation Survey Expert Group (2014-2017), as well as the member of Sino-US Innovation Dialogue Expert Group (2015-2018).

XIAO Yangao

XIAO Yangao, Ph.D. in Management, Professor and Deputy Dean at the School of Economics and Management, University of Electronic Science and Technology of China, is a distinguished scholar specializing in innovation strategy, intellectual property management, and data governance. As a doctoral supervisor and the 14th batch Sichuan Academic and Technical Leader, he serves as Executive Council Member of the China Society of Technology Economics and Deputy Director of Specialized Committee on Frontier Technology and Industrial Innovation Governance (in preparation) and Committee on Intellectual Property Policy and Management, Chinese Society of Science and Science Policy Research. His outstanding research has earned him the First Prize of Sichuan Provincial Philosophy and Social Science Outstanding Achievement Award and the First Prize of Sichuan Provincial Science and Technology Progress Award. With over 20 research projects, including a Key Project of the National Social Science Fund of China, Professor Xiao has published extensively in top-tier journals such as Management World, Research Policy, and Journal of International Business Studies, and authored six academic monographs, including Patent Licensing: Hold-up and Anti-hold-up Strategies from Latecomer Firms’ Perspective and
Intellectual Property Management: Theory and Practice.

Risk Sciences is a general-interest journal that publishes academic research and industry practices on risks and disruptive technologies across all fields including agriculture, economics, engineering, environmental science, finance, health, law, management, natural sciences, and public administration.
Risk Sciences encompass all scientific areas that study the identification, quantification, analysis, communication and governance of risks and uncertainties across all walks of life and society. It has become a fast-evolving interdisciplinary domain with the increasing sophistication of human civilization at this day and age. An important aim of this journal is to become a leading platform for coalescing research interests across multiple disciplines and building the synergy for the advancement of Risk Sciences.
The First Forum on Frontier Technology and Industrial Innovation Development, organized by the Preparatory Committee of the Frontier Technology and Industrial Innovation Governance Specialty Committee of the Chinese Association for Science of Science and S&T Policy (CASSSP), will be held in Chengdu on June 6–7, 2025, under the theme “Frontier Technology and Industrial Innovation in the Age of Artificial Intelligence.”
The forum is guided by the Chinese Association for Science of Science and S&T Policy (CASSSP), hosted by the Preparatory Committee of its Frontier Technology and Industrial Innovation Governance Specialty Committee, and organized by the School of Economics and Management at the University of Electronic Science and Technology of China. It is co-organized by the Center for Artificial Intelligence Research (Tsinghua University), the China Institute for S&T Policy at Tsinghua University, and the Institute for AI International Governance at Tsinghua University, among others.
We sincerely invite scholars and colleagues from around the world to participate in academic exchange and share their research findings. Submitted papers will undergo anonymous peer review by experts, and outstanding papers will be recommended—based on theme and journal criteria—for publication in journals such as Studies in Science of Science, Science Research Management, Science of Science and Management of S&T, Innovation and Development Policy, and Risk Sciences.
